Sir,

I am directed by Secretary Sir Samuel Hoare to send herewith,

for the information of Mr. Secretary Ormsby Gore, a copy of a

letter from a Mr. C. W. Slaughter which has been referred to this

Department by the Ministry of Labour. It will be observed that Mr. Slaughter enquires whether persons of Chinese race born in

Hong Kong are at liberty to enter the United Kingdom in order to

take work in Chinese laundries, and I am to explain that the

Minister of Labour has already refused to issue permits under

Article 1 (3) (b) of the Aliens Order, 1920, in order to permit

Chinese citizens to enter the country for that purpose.

while there is no power to refuse entry to the United Kingdom

to British subjects who are in possession of conclusive evidence

of their British nationality, Sir Samuel Hoare thinks it desirable

that the grant of passport facilities by the authorities in

Hong Kong to Chinese born in Hong Kong to proceed to the United

Kingdom might be limited as far as possible, and he would be glad

to have Mr. Ormsby Gore's observations as to what action, if any,

he may think it right and desirable to take to this end.
